The governor is the only thing restricting the engine. Without the governor it should spin 4700 or so IIRC. The only thing really stopping it from spinning faster at that point is the weak valve springs. Change those out and it'll spin fast enough to blow up the flywheel if you're unlucky. 24mph is ~129% of 18.5mph. 3800 x 1.29 is 4902.In this video, I show you how to adjust the idle screw on a Predator 212cc engine. Previous owner had removed the rod & springs from the governor arm to the carb and throttle lever and had a homemade throttle rod from the big throttle ...BTW, since it is a 212cc on a Dingo with (assuming) 18" Tires you should be using a Torque Converter. If a 30 series with 6" Driven pulley, it will have a 10% overdrive. If you gear the kart 6:1 with a TC, in overdrive it will be 5.4 :1. 5000 RPM 5.4 :1 Gear Ratio 18" Tires 50 MPH. I doubt you will reach 50 MPH with that engine and kart.
